You need to configure the following.
1. Configure the "No Answer Call forwarding" on the extensions.(In case when extensions don't respond)
2. Create an appropriate Call Routing rule for making PSTN calls through FXO 2 port.
Let's start from the second point and create a new CR rule.
1. Login to the Quadro.
2. Open the CR table by following these links(Telephony->Call Routing->Call Routing Table).
3. Add a new rule with the following parameters.
Destination Number Pattern: 99* (e.g.)
Number of Discarded Symbols: 2
Destination Type: FXO
On the next page choose the second FXO port and finish the wizard.
So by dialing 99 (pstn number) the Qaudro will discard 99 and call to the dialed number through FXO 2 port.
Configuration of "No Answer Call forwarding".
If you want to configure the "No Answer Call forwarding" on the extensions for all incoming call types/destinations then do the following.
1. Login to the Quadro.
2. Open the "Users->Extension Management" page and just click on the preferred extension.
3. Then "Supplementary Services->Caller ID Based Services->Any Address->No Answer Call Forwarding".
Add a new forwarding destination by choosing the "Auto" call type. Input the cell number with the 99 prefix(it will use the created CR rule).
4. Save and Enable the service.
