If you can call out but cannot call in, that means that the phone is passing the authorization during calling out, but it is not registering on the Quadro so the calls to that extension are not being sent to phone but are being routed to the VMS of the extension.
If the phone is passing the authorization during the calling out, that means the username and password are specified on the phone correctly but some settings are not configured on the phone properly. I suspect that the "registrar server" and/or SIP port is not properly specified on the phone.
To figure out if the REGISTER message is delivered to the Quadro as required, you can look at SIP Registration log at "System->Diagnostics->Show System Log->View System Logs" page after restarting the phone. See if the register message appears there and if appears what is being answered to it.
By the way what phone is the S450ip?
