ok we found problem. it was from SIP provider. They fixed it.
Ok. Anyway... I suppose as you solved the problem, this is not very important, but how it can be that you cannot call to 00 from local extension? You probably have patched the default "??" routing rule, or changed the 00 attendant to some custom scenario...
