Sergio's solution worked in my call routing ok, the only difference I had was IP-PSTN in the call type.
I wish this would work for me, but my ITSP (Mytel) blocks the outgoing CID - I need to pay...
The DHCP options of the quadro could be disabling netbios over tcp. This is worth a shot on two workstations to see if they will communicate, before you do it on all:

the first figure represents the time since the last reboot, the second figure is how much of that time has been spent idle.
Both are in seconds, so if you /60/60/24, you get a figure in days.
