Unless your remote sites are connected back to the Quadro via a VPN, there is no way to do what you are asking. Even then it's both complicated to setup reliably and it is not really necessary...

You're "call all" group is probably a Multiple Extension Ring (MER) group. I just needs to be removed from that MER group.

Yes. How it's done depends on the router configuration and where exactly the Quadro is placed with respect to the router, but the common scenarios are covered in the Quadro Installation Manuals.
